I took out a Stafford Loan for MCI in Newport News. I now want to transfer to a college in Texas because?
MCI has been continually asking for more money and telling me they messed up my forms so I owe more. Is it possible that, although I already took out loans for a 15 month period, I can take the loans to another school? What kind of process is that?

You can transfer. You should be able to take out loans for up to 4 years. Note that each semester or quarter you attend gets counted as used up financial aid even if you withdraw. Alternatively you could call the financial aid government number. They are more helpful than me, and I might be wrong.
