Fr om website MSN news that the discounts were not coming true borders, after all, but a loan to be advanced in 2009 by the VAT refund. Why can not reject this type of loan? What happens if I am not a refund next year? How can I pay again?

Not exactly “pay back” The Rebates are an advance on tax refunds on 2008 income.
It’s not a loan in the sense that you’ll be obligated to pay anything back. If you, for some reason didn’t work at all this year you might get off scott free.
It’s just our politicians’ way of coming off looking like benefactors (either way it’s our money) when all they’re doing is postponing income to the government.
Maybe if they spent more time doing real work the economy wouldn’t have needed this kind of “Boost”.
BTW recent polls indicate that close to 75% of those who will receive these rebates plan to either pay off bills or save the money. That leaves 25% to spent their check and help the economy. Wah Hoo!
